This is frequently the first question that comes to mind. The answer is: it depends.
Like any project, it's good to see the draft, even in the early stages, to provide a better idea of the time and effort required.
The time required will be more if the draft needs rewriting or needs to meet a style preference, like writing in plain - or clear - English. Time can often be spent on checking structure and tone constancy that often results from the draft having more than one author.
Unfortunately, approaching an editor is usually left to the end of drafting. This can make the time taken and the costs involved more.
Basically, the earlier you involve me in the whole process, the better. The work can be planned, templates can be drawn up (if required) and the editing stages can be scheduled.
I don't charge for my editing work based on document page numbers or word count. It depends on the quality of the draft requiring editing.
I quote by the entire project and, if the draft is provided, this is pretty accurate. As a guide, editors charge between $50 and $200 per hour depending on if it is a light copy edit or if you want text to be marked-up or rewritten.
